Laws vary by state in the US. Some require licenses for fishing in salt water, and others do not. In general, I don't know of any that require a specific license for spearfishing, but of course if the state requires a license to fish in salt water, then you would need the same license that is required for a rod and reel fisherman.

In New Zealand no license is required. Any spearing of fresh water species is not allowed with the exception of eels.

In Denmark you need a general fishing license for all types of fishing - it is really cheap so no problem. Spearing in fresh water is not allowed.

In Russia, you don't need a spearfishing license - all you have to do is follow general rules that apply to both amateur fishers and spearfishers. There are of course exceptions, such as spearfishing in so-called paid reservoirs where they breed fish and then charge fishers money for fishing - you have to buy a license to do that

i thougt its forbidden for foreigners to spearfish in turkey??

It is forbiden for foreigners to spear in turkey, as it is here in N/Cyprus, the controlls are sadly very weak though.
